  4. Regional Biologist Jeff Gaska attended and brought Julie Peterson.  Julie is the NE WI Farm Bill Biologist.  Her role is to explain current government programs and assist landowners with these programs.  Jeff discussed various means of acquiring land/rights and funding them.  The two main types of acquisition are Outright Fee and Easement.  Outright Fee is a normal purchase where you buy the land and rights of the land.  PF would then own it at that point and then normally passes it on to DNR but maintains management.  Easement is buying certain rights for a property.  Common rights purchased in an easement would be development rights, public access, prescribed management plan for the property.    These are becoming more popular because agricultural land can still be used for farming as long as they follow the easement agreements.  PF gets the habitat and rights to hunt it, the landowner keeps their land and can continue farm under the stipulations of the easement.  Funding can come from a variety of places.  Knowles Nelson Stewardship is state grant that will pay for up to 50% of appraised value.  Forever Land Trust is a PF National fund that has been created to allow PF to hold title on land.  This is normally only done if the land is donated and the donor requests that PF keeps ownership of the land.  If a piece of land contains wetlands we may be able to call on NAWCA funds.  The North American Wetlands Conservation Act (Act, or NAWCA) of 1989 provides matching grants to organizations and individuals who have developed partnerships to carry out wetlands conservation projects in the United States, Canada, and Mexico for the benefit of wetlands-associated migratory birds and other wildlife.  National PF also has a Land Loan Fund that is used as an emergency fund for quick acquisitions or cover time lapses on funding at the time of purchase.  Donations are another source whether they are actual land donations, money left in a will or naming PF as a beneficiary of insurance policies.  Donations are very advantageous as we can still use the Knowles Nelson Grant for the donated land, which basically doubles the value of the donation.  Jeff recommended working with other habitat groups to pool money on a parcel, checking with people on easements, and always be on the look out for donations.
